We trust that we shall adopt no such antiquated absurdities in the practical legislation of our free Government; and, that we shall forbear to levy perpetual taxes on our country, on contingent calculations of war and peace, however gravely such a policy may be sustained, by all the logical deductions of arithmetic, resting, as such solid and profound speculations ever must, on the flimsy foundation of hypothesis. Those who urge that argument, forget that it would apply, with equal justice, to our own staples, many ol which were at as high relative prices as foreign manufactures. If it is an object permanently to secure supplies at home, of the materials of war, or manufactures for the use of the country, cheaper than they can be obtained from abroad, we must reduce our taxes; and thus diminish the cost of production below the prices for which similar articles can be fabricated in foreign countries. There is no other effectual and permanent means of rivaling the industry of other nations. If we seriously mean to prepare for war, we should adopt no measure, tending, in the slightest degree, to weaken our commercial marine. Our late measures have derived some degree of popularity from another cause. They have been generally succeeded by a reduction in prices. It cannot have escaped the attention of those who are occupied with national eoncerns, that prices have been declining, from general and universal causes, operating on the industry of all the world. Whether duties have been augmented or diminished, is perfectly immaterial--prices have been uniformly declining; and were, consequently, always lower after, than before the pasage of any tariff.
