This volume is a revised version of the same title first published in 1995. It was, and remains, a brief primer on the key security issues that emerge from the proliferation of nuclear, biological, and chemical (NBe weapons and missiles as a means of delivery. Since its initial publication, much work has been undertaken to improve our understanding of the NBC threat and the consequences for U.S. forces should these weapons be used. While these efforts have significantly advanced the knowledge base, the judgments of this primer remain valid. The most noteworthy change from the first edition is the addition of a separate chapter on NBC terrorism. This reflects a growing national concern about the possibility for, and consequences of, terrorist use of these weapons against the United States homeland. We judge this threat to be real, and view it as a logical extension to the threat already posed to U.S. forces deployed abroad.
