AND NEW YORK 1895 PREFACE THE Essays and Lectures reprinted in the present volume with three exceptions appeared first in Mac millans Magazine in the years 1868-70. The three essays on Roman Imperialism were published respectively in July, Augi ndrpctober 1869 the essay on Miltons Political Opinions appeared in February 1868, and that on Miltons Poetry in March 1869 English in Schools appeared in November 1868 and the Inaugural lecture on The Teaching of Politics, delivered atOambridge in the autumn of 1869, was published in the same magazine in March 1870. The seventh essay, on Liberal Education in Universities, appeared first in 1867, in a volume of Essays on a Liberal Education, edited by the Rev. P. W. Farrar the ninth essay, on The Church as a Teacher of Morality, appeared first in 1868, in a volume of Essays on Church Policy edited by the Rev. W. L. Clay, All these essays were revised by the Author in VI PREFACE 1870, for publication in a volume of which the present is a reprint. In reading the educational essays, especially the one on Liberal Education in Universities, the dates at which they were composed and first published should not be overlooked. The Authors opinions as to the proper aims and methods of education in schools and Universities did not it is believed undergo any substantial change but it is important to bear in mind that his criticisms of the work actually carried onrelate to the educational situation in 1867-70, and are only partially applicable to the materially different state of things which the subsequent estab lishment of University extension lectures and the other changes of five-and-twenty years have brought about. Brutus used to be considered in the right, but public opinion now declares for Caesar. Ciesars partisans, however, may state their case in two ways. They may represent him as having simply achieved a great administrative reform, and made government more efficient at the expense of republican liberties. This they may consider to have been on the whole a necessary and useful work, and they may respect Caesar as a practical statesman who had the wise hardihood to abolish venerated institutions when they had become, in the lapse of time, mischievous. If we take this view, no admiration or enthusiasm for him can be too ardent and the judgment of our fathers upon Brutus and Caesar is not only modified, but actually reversed Caesar becomes Brutus, and Brutus Ciusar...
